Workforce Information Portal Solution

With the growing penetration of the Internet, State Labor agencies must adapt to the information driven economy to facilitate the effective delivery of volumes of workforce information in a targeted, meaningful manner. Faced with meeting the information needs of constituencies as diverse as job seekers, employers, legislators, economists and analysts, a consortium of 22 states, led by the State of Washington, was tasked with the design and management of a Web-based Workforce Information Delivery System. The technology requirements included flexibility, processing power and seamless integration with each state’s existing data.

CIBER’s solution, the Workforce Informer Portal, is a Web-based system with a low cost of ownership, ease of deployment, management scalability and high-performance features. This technology quickly finds the right answers for customers by accessing information from a centralized database and allows users to customize information. Now the leading Labor Information Market delivery solution in the nation, Workforce Informer has been deployed in nine states with an average of more than 15 percent return on investment within 12 months. Another 11 states are expected to implement Workforce Informer by the end of 2004.

One-Stop System Development

Workforce Development agencies exist in most states to provide policy direction and general oversight to the state’s Workforce Development system, most often delivered through regional workforce boards that maintain One-Stop service centers. With two primary customers – job seekers and employers seeking skilled workers - the key ingredient to success for the One-Stop Workforce Development system is to maximize its use for matching workers with jobs and jobs with workers.

CIBER has assisted and built One-Stop Systems in several states, designing applications that maximize immediate public access to data, focus on self-service, provide a single point of entry and replace legacy-based, scattered, stand alone regional Workforce Development systems. CIBER has implemented One-Stop systems for the Florida Agency for Workforce Innovation and the Missouri Department of Economic Development.

Unemployment Insurance Modernization

Most States are in the process of planning unemployment insurance modernization to update antiquated legacy systems that are difficult to maintain with today’s client-driven economy and ongoing legislative changes in unemployment insurance laws. CIBER has been at the forefront of unemployment insurance modernization in several states, including Arkansas, Mississippi, Colorado, Pennsylvania and South Dakota. Our experience ranges from designing custom solutions and providing strategic staffing within a project environment, to implementing technology solutions for initial unemployment claims, continued unemployment claims, appeals, case management, unemployment insurance tax registration, quarterly tax and wage reporting, electronic funds transfer, data integration, workflow, and legacy, third party and Web application integration.
