“CIBER was easy to work with and competitively priced. They quickly brought a great deal of expertise and experience to the table, and delivered on their promises. We felt that we were in good hands, because the CIBER consultants we brought in had 'been there, done that" before.”
Steve DeMougin — Deputy Director for the Department of IT, State of Indiana

“Lee County School District is trying to maintain customer responsiveness with our current computer system - a 30-year-old legacy system. In today's demanding environment, our system is challenged trying to help us meet our customers' expectations. So this new ERP system supports our District vision - it will provide world class business tools for world class schools.”

“Clark County is looking forward to working with CIBER to improve the delivery of services to needy and vulnerable residents.”
Nancy McLane — Director, Clark County Social Service
“The CIBER team worked extremely well with our internal functional and technical team members. CIBER knew exactly what needed to be done and came in and accomplished it. The project was well-managed and organized. What is truly amazing is that they came in and figured out how to configure Absence Management with very little assistance from Oracle.”
Rhonda Ringer — Manager, Information Technology, Delaware Department of Transportation
“The PA WIC AAV solution is the first of its kind nationally. WIC clients are very pleased that they can now shop at any authorized store. After seeing a demonstration of PA AAV, the USDA hopes that other state WIC programs will adopt the same method in order to realize similar cost savings for their programs.”

We’re looking forward to significant cost savings, reduction of paperwork, and smoother case tracking through the implementation of this system.”
Danny Porter — District Attorney, Gwinnett County, Ga.
“CIBER’s experience with WIC programs and CIBER’s successful track record were significant factors for us in selecting them for this project. Because we want a solution that is independent of proprietary software, we needed someone who could provide solid J2EE experience as well as proven WIC experience—not just technological expertise. CIBER provided what we were looking for.”
Mary Kelligew Kassler — Massachusetts Department of Public Health, University of Alberta
“The department recognizes that it doesn’t have the skills or expertise to create the enterprise architecture framework. We hired CIBER to do the work and transfer the knowledge to our employees by training and mentoring us. CIBER will act as a ‘bridge’ until we develop sufficient competencies within our own staff.”
Bill Shaw — Manager, Enterprise Architecture Group, Idaho Transportation Department
“CIBER demonstrated outstanding experience working with other major cities, like the City of San Francisco, in creating strong e-Gov offerings that resulted in high citizen satisfaction. Based on their hands-on experience, 30-year history of successfully working with local governments and their commitment to creating a strong local presence, we selected CIBER as our strategic web management partner. We are confident CIBER has the expertise to help us develop a site and service offering that will benefit our citizens now and for years to come and place our City in the top tier of ‘best practices for City e-government web services’.”
Dr. Melodie Mayberry-Stewart — Chief Technology Officer, City of Cleveland
“Our goals in creating a web portal were to provide an easy-to-use, single point of access to the City’s information and services, to improve the site’s ease of use for the public, to lower maintenance costs for City web publishers, and—most importantly—to strengthen the sense of community and add value for the City’s residents via the web portal. CIBER helped us reach those goals on time and on budget.”
Randy Kolb — Information Services Director, City of Eugene. OR

CRIMES™
Never has integrated, secure data exchange among the justice community been more important as public attorneys, public defenders, law enforcement agencies, and courts are facing the difficult challenges associated with growing populations and the changing nature of crime. Added to these constant shifts are the realities of budget cuts and resource limitations, which significantly overburden state and local legal systems.
CIBER’s CIBERLaw® Suite of Justice Systems Can Help
CIBER’s CIBERLaw product suite provides comprehensive case management to help attorneys’ offices automate routine tasks, minimize data entry, and share data with colleagues so professional, paralegal, and clerical staff can focus their efforts on trial strategy, investigation of cases, communications with victims and witnesses, and development of innovative crime prevention programs.
Our systems were designed to minimize the redundant entry of case-specific information and to maximize the ability to customize and configure our products to match local practices and preferences. The CIBERLaw suite provides full-featured data exchange and interface capabilities to provide the comprehensive case management automation required of today’s justice agencies. Built on the Microsoft .NET platform and using CIBER’s own universal case management framework, our CIBERLaw products offer many flexible and customizable options for generating documents more quickly, automating tasks, integrating and sharing data among agencies, and streamlining processes.
- CIBERLaw CRIMES™ (Case Management for Criminal and Civil Prosecutors)
- CIBERLaw SCALES™ (Case Management for Defenders)
- CIBERLaw® Court Systems
- CIBERLaw IJEX™ (Integrated Justice Exchange)
CIBER and its CIBERLaw product suite have provided solutions to more than 120 federal, state, and local offices streamlining their processes to effectively manage expanding workloads. The states of Alaska, Louisiana, Mississippi, and Vermont, as well as many large metropolitan areas such as Cook County, Illinois and Santa Clara County, CA. have trusted CIBER to implement our comprehensive case management product suite.
Automation for Civil and Criminal Case Management
CIBER’s CIBERLaw CRIMES (Case Records Information Management and Exchange System) product is a web-based, intuitive, and user-friendly system designed by attorneys for attorneys. It is 100% browser-based, and driven by Microsoft .NET to enable offices to share and immediately enter case data. Our focus is on saving professional, paralegal, and clerical staff substantial time, energy, cost, system management, and troubleshooting support.
CIBERLaw CRIMES offers a standard back-end system with a customizable user interface that can be easily and quickly tailored to meet local practices and preferences.
CIBERLaw CRIMES™ Modules
CIBERLaw CRIMES includes the following modules:
COMPREHENSIVE CASE MANAGEMENT: Standard system participants include defendants, victims, witnesses, defense attorneys, expert witnesses, law officers, and other interested parties. Office administrators can define additional system participants to provide service, subpoenas, correspondence, scheduling management, and cross-references. Case types and case subtypes can be configured based on client specifications, enabling teams within the office to establish and manage cases most efficiently. Domestic violence, drug cases, or any other user-flagged cases may be independently tracked for statistical reporting or grant fulfillment purposes, or to impose more detailed management policies. Also, case subtypes may be further defined to include specific criteria, such as domestic abuse involving juveniles. Many case types are configurable, including criminal adult, victim, witness, juvenile, child abuse and neglect, condemnation, contracts, forfeiture, election, litigation, appeals, advice/opinions, truancy, administrative action, tax, commitment / vulnerable adult, and family law case types.
INTEGRATED WORKFLOW MANAGEMENT: Perhaps our most unique and powerful system module, the integrated workflow engine provides your office with complete control over how case documents and communications are managed by identifying target events and specifying actions. Administrators can easily create custom rules, targets, and system actions to automate the flow of case documents and communications through the legal system, without having to know programming languages or technical details. The fully-automated “tickler” system reminds users of events and deadlines to ensure that critical communication between attorneys, staff, and management is generated consistently, in a common format, and at the correct time. The tickler system can also provide case-specific proceedings. CIBERLaw CRIMES offers easily defined rules to allow for immediate activation of specific events for implementation and monitoring without programming. This integrated workflow management puts agility, easy configuration, and powerful work tools into the hands of law office staff and administrators so they can determine how best to manage their busy office.
SIMPLIFIED DOCUMENT GENERATION: The document generation module enables law offices to simplify and streamline the production of standard and case-specific legal documents, including charging documents, motions, subpoenas, labels, form letters, notices, requests for priors, and jury instructions. Users can select from a list of all documents needed for a particular case or group of cases. The document generation module also includes standard text elements with case-specific data to produce error-free, consistent documents. Users can easily create and maintain document templates, which may include case-specific data components and custom-built dynamic questions.
ROBUST APPLICATION REPORTING: CIBERLaw CRIMES offers a robust yet user-friendly reporting module that meets local, state, and federal government requirements so users can easily respond to requests for information or assist with grant applications and renewals. For instance, a log of search warrants may be generated and/or approved by the office to assist with trial research. The reporting module provides a powerful ad hoc query feature so specific reports can be generated to address unique information requests. Reports can be printed or viewed online, or exported to a variety of standard formats, so users can “drill down” to the desired level of information detail.
COMPREHENSIVE EVENT MANAGEMENT: The event management module provides critical proceedings for each case in the system. It also stores event details and ties in the integrated workflow engine. Additionally, the solution’s sophisticated timekeeping feature enables users to track the quantity of time spent on each case. Finally, the event logging and audit capabilities display all recent activity on cases for auditing and security purposes.
FLEXIBLE CONFIGURATION MANAGEMENT: Office administrators can configure CIBERLaw CRIMES to customize and extend application functionality to meet the unique requirements of their office. The solution’s configuration management module is extremely flexible, presenting nearly 100 options for customizing the system, without the need for specialized technical knowledge. For example, case classes, case types, and case subtypes can be defined by the administrator based on the office’s specific needs.
Additional Features of CIBERLaw CRIMES
CIBERLaw CRIMES offers many features to provide greater flexibility while simplifying system administration for the attorneys’ office:
ADVANCED SYSTEM INTERFACES: All of CIBER’s CIBERLaw® products are designed to adapt to and accommodate other IT systems. CIBERLaw CRIMES is compliant with the Department of Justice and Office of Justice Programs Global Extensible Markup Language (XML) models—data is created using common information formats, so both data and data formats can be shared with other justice agencies. CIBERLaw CRIMES uses service-oriented architecture (SOA) to increase flexibility with Web services and to simplify integration. The solution’s underlying database was created to optimize overall system performance, while providing faster, yet more complex report generation capabilities.
NUMEROUS IMPLEMENTATION AND SUPPORT OPTIONS: CIBERLaw CRIMES is supported by CIBER’s network of justice specialists and technical staff, who can provide the level of support and maintenance required by your specific organization. The standard license includes full-service implementation, onsite training, user manuals, and a 90-day post-implementation warranty. Annual maintenance and support contracts are also available through a flexible delivery model, which can include application hosting and product upgrades.
HIGHLY SECURE MANAGEMENT AND ADMINISTRATION: The CIBERLaw suite of justice systems provides multiple levels of security to meet the stringent needs of justice agencies and to comply with confidentiality legislation. The security functions and features are designed to capitalize and integrate with the security assets of the environment to which it is installed.
