“Lee County School District is trying to maintain customer responsiveness with our current computer system - a 30-year-old legacy system. In today's demanding environment, our system is challenged trying to help us meet our customers' expectations. Our vision for the district is to have world class schools; we are calling this the Navigator Project. So this new ERP system supports our District vision - it will provide world class business tools for world class schools.”
Lee Legutko — Chief Business Officer, Lee County Public Schools
“Clark County is looking forward to working with CIBER to improve the delivery of services to needy and vulnerable residents.”
Nancy McLane — Director, Clark County Social Service
“The CIBER team worked extremely well with our internal functional and technical team members. CIBER knew exactly what needed to be done and came in and accomplished it. The project was well-managed and organized. What is truly amazing is that they came in and figured out how to configure Absence Management with very little assistance from Oracle.”
Rhonda Ringer — Manager, Information Technology, Delaware Department of Transportation
“The PA WIC AAV solution is the first of its kind nationally. WIC clients are very pleased that they can now shop at any authorized store. After seeing a demonstration of PA AAV, the USDA hopes that other state WIC programs will adopt the same method in order to realize similar cost savings for their programs.”
Frank Maisano — WIC Director, Pennsylvania Department of Health
“CIBER impressed us with their understanding of local government challenges and concerns. Not only does the CIBER team bring to the table significant technological expertise, but a solid understanding of local government processes and issues as well.”

“Managing a busy office of attorneys with a large caseload and limited resources is a huge challenge. We were impressed with CIBER’s expertise and with the robustness of their CRIMES product. We’re looking forward to significant cost savings, reduction of paperwork, and smoother case tracking through the implementation of this system.”
Danny Porter — District Attorney, Gwinnett County, Ga.
“CIBER’s experience with WIC programs and CIBER’s successful track record were significant factors for us in selecting them for this project. Because we want a solution that is independent of proprietary software, we needed someone who could provide solid J2EE experience as well as proven WIC experience—not just technological expertise. CIBER provided what we were looking for.”
Mary Kelligew Kassler — Massachusetts Department of Public Health, University of Alberta
“The department recognizes that it doesn’t have the skills or expertise to create the enterprise architecture framework. We hired CIBER to do the work and transfer the knowledge to our employees by training and mentoring us. CIBER will act as a ‘bridge’ until we develop sufficient competencies within our own staff.”
Bill Shaw — Manager, Enterprise Architecture Group, Idaho Transportation Department
“CIBER demonstrated outstanding experience working with other major cities, like the City of San Francisco, in creating strong e-Gov offerings that resulted in high citizen satisfaction. Based on their hands-on experience, 30-year history of successfully working with local governments and their commitment to creating a strong local presence, we selected CIBER as our strategic web management partner. We are confident CIBER has the expertise to help us develop a site and service offering that will benefit our citizens now and for years to come and place our City in the top tier of ‘best practices for City e-government web services’.”
Dr. Melodie Mayberry-Stewart — Chief Technology Officer, City of Cleveland
“Our goals in creating a web portal were to provide an easy-to-use, single point of access to the City’s information and services, to improve the site’s ease of use for the public, to lower maintenance costs for City web publishers, and—most importantly—to strengthen the sense of community and add value for the City’s residents via the web portal. CIBER helped us reach those goals on time and on budget.”
Randy Kolb — Information Services Director, City of Eugene. OR

IT Security for State & Local Government
Advances in technology create numerous opportunities for state and local government entities to streamline operations and provide responsive services to their constituencies via e-Government and Web services initiatives and enterprise resource planning (ERP) / packaged system implementations.
While these initiatives can significantly increase productivity, improve constituent satisfaction, and reduce costs, they can also leave government entities vulnerable to security breaches, regulatory non-compliance, and negative coverage in the media.
These problems can be avoided, however, if security considerations are included from the beginning in the design and implementation of an organization’s IT initiatives. CIBER provides a full range of technology offerings and information security services for state and local governments to permanently reduce risk, nurture operational maturity, and enable successful, secure e-Government projects.
Governments Face Heightened Expectations for Security
Governments are responding to pressure from all sides to increase their e-Government offerings. Governments benefit from the efficiencies and lower costs of providing services using an e-Government model.
As constituents become familiar with new technologies, they expect government entities to offer more and varied services using these technologies. At the same time, constituents also insist that their personal information is protected from theft and misuse.
Furthermore, legislators are mandating adherence to privacy and security regulations to protect constituent and government data. Most states have database breach laws that require public disclosure when security incidents occur that put sensitive data at risk.
Finally, recent events such as terrorist threats and natural disasters have brought to light additional concerns, such as the need for homeland security precautions, disaster recovery plans, and continuity of government initiatives.
Costs for Insecurity Are High
Strict budget constraints often persuade organizations to forego adequate investment in IT security precautions. However, in truth, responding to security issues after an incident is much more costly:
- The disruption of operations while the security incident is investigated and addressed can cost upwards of hundreds of thousands of dollars.
- The negative media coverage surrounding a security incident—especially given the database breach laws—can harm credibility and distract resources from core business functions to focus on “putting out fires.”
- Loss of public confidence due to a breach can result in lower adoption rates for e-Government services as citizens choose non-automated service options that are less efficient and more expensive to provide.
CIBER Understands Government Security Challenges
As a leader in providing IT solutions to federal, state, and local governments, CIBER understands the unique challenges and resource limitations faced by government entities. In fact, CIBER is consistently ranked among the top service providers in VARBusiness Magazine’s annual Government VAR 100 list.
CIBER’s Global Security Practice and State and Local Government Practice work together to understand government client issues and design and build security solutions that deliver tangible results. We offer highly specialized, dedicated security experts who have experience and expertise implementing solutions in a state and local government context. We have worked to define cyber-security strategy at the state-wide level in many states, and we have implemented real-world solutions at the individual agency level for states, counties, and major cities across the nation.
CIBER is an international systems integration consultancy with 8,250 employees in more than 80 offices worldwide, so we offer the breadth and depth of global talent, delivered locally through our 60 U.S.-based offices. Our consultants offer more than a one-size-fits-all technical solution to security concerns. We approach security from a perspective that encompasses people, process, and technology. That is, we address the universe of security challenges and solutions, whether they involve personnel training and skill sets, business processes, technology deficiencies or (most commonly) a combination of the three. We work with you to understand the root cause of security challenges and propose an efficient solution for the broader problem, not just a technological “band aid” for the symptoms.
CIBER Offers A Wide Range of Security Solutions
Whether you’re seeking security services for a single department or a state-wide initiative, CIBER can help provide proven approaches and dedicated experts with a career focus on IT security.
CIBER approaches state and local government IT security holistically, reviewing the people, processes, and technologies that contribute to a secure system. Our goal is to provide proven yet flexible solutions that permanently reduce risk, nurture operational maturity of security processes, and provide repeatable and consistent levels of security—systems that meet local, state, and/or federal regulations while maintaining optimal functionality.
Security is a concern at all levels of state and local government IT initiatives, whether you’re revising a labor and employment system that stores sensitive personal information, building a secure portal for citizen self-service, installing an HR system to manage your labor force, or ensuring HIPAA compliance of a WIC system that offers participants services via the Internet. We offer services to help you:
DEFINE SECURITY POSTURE
- Discovery Security Assessment: Our professionals identify security vulnerabilities by reviewing your organization’s IT architecture, software, database, network, hardware components, physical security systems, and organizational security awareness. We interview staff members to learn about the organization, its business model, security symptoms, and root causes to understand the current security state.
- Cyber Security Strategy: Our senior staff members map existing security practices to a matrix of industry best practices, international standards, and regulations (e.g., HIPAA). We conduct a gap analysis to determine the variance between your organization’s current security state and the components necessary for a successful security program. We can develop a strategy for individual agencies or for an entire statewide initiative, and we can help you create a security business case for review by executive management.
- Security Roadmap: Our dedicated experts create a step-by-step project plan, or roadmap, describing specific activities to achieve to move from the current security state to the desired state.
ACHIEVE SECURITY POSTURE
- Security Construction: We use the security roadmap to implement comprehensive security solutions to achieve your business objectives. CIBER specializes in integrating best-of-breed technology with the people and processes needed for efficient, consistent protection. Our solutions typically include intrusion detection, prevention, and monitoring; application security; database security; network security; operating system security; authentication / identity management; access control (including mobile devices); and program and policy review and design.
- Security Certification Testing: Certified members of our technical staff perform specialized verification and validation tests of your revised security system as it is ready to go into production to ensure it meets all requirements, operates as desired, and offers the desired level of security protection. We can provide penetration testing as well as test evidence for regulatory compliance or to support risk acceptance (accreditation) decisions.
MAINTAIN SECURITY POSTURE
- Managed Security Services: CIBER provides 24 hours per day, 7 days per week monitoring and management of security events at our Security Operations Center (SOC). Beyond basic perimeter monitoring, our service can correlate security events from sources throughout the enterprise. Services are fully tailorable and can range from alerts of security situations to incident handling support, vulnerability management, incident investigation, event correlation, and compliance reporting.
- Disaster Recovery, Continuity of Operations, and Continuity of Government Planning: Our professional staff uses structured risk analysis, event modeling and planning techniques to create and implement step-by-step contingency plans to ensure your organization’s uninterrupted operations in the event of a natural disaster or other business disturbance.
Why CIBER?
