Our Homeland Security initiatives focus on specific, practical products and solutions, including the Harbor Management Security System; Integrated Justice Exchange System; wireless applications, especially for "first responder" preparedness; and solutions that help defend against bioterrorism, now in rapid development with the Biometrics Solutions group and other industry leaders.
The terrible events of September 11 have forever changed our nation's approach to national security. Sharing information across all levels of government using 21st century technology
Integrated Justice Exchange — IJEX™
The Progressive Policy Institute, a Washington think tank, has called for increased use of technology to improve homeland security. Among its recommendations: the acceleration of integrated justice networks within and among states.
CIBER has already developed and implemented such a solution. Integrated Justice Exchange facilitates criminal justice integration by enabling the exchange of information throughout the criminal justice community. Through a secure middleware engine, law enforcement, prosecution, public defender, probation, court and correctional agencies can share information once considered "locked up" through stovepipe technology systems.
e-Government Solutions
At CIBER, we have significant experience in helping our government clients e-enable their services through solutions such as wireless technologies, Internet services, data warehousing, and network integration. Security Solutions
A leading security provider, CIBER has extensive experience in all facets of network and data security. In addition to following a rigorous methodology for security asessment and implementation, CIBER takes into account important factors such as firewalls and authentication in all systems design. Citrix® Secure Gateway (CSG) is a new product that enables secure, VPN-like sessions for mobile Citrix users. CSG streamlines the user authentication and management process by securing user traffic, using only one open TCP port and two IP addresses.
Our security expertise includes work with NASA, the Pentagon, IRS, FBI, the FAA, the United States Navy, the United States Air Force and the Department of Defense.
One of the most important missions we have as a nation is to be prepared for the threat of biological terrorism, defined as the deliberate use of disease as a weapon. Identity verification, which can be used in many elements of a strong security program, is a vital way to ensure that biological agents in this country do not get into the wrong hands.
Identity Verification
Since 9-11, there has been a significant increase in securing access to buildings and computer networks through biometrics technology, which can identify uniquely individual characteristics, such as fingerprints and irises. CIBER is partnering with biometrics firms such as Visionics, Sagem Morpho and the Biometrics Solutions Group to create integrated and secure solutions for use within all levels of government.
We recommend multiple levels of security: secure cards and ID for physical access, passwords for intellectual property and biometrics for identity verification.
Water Treatment Security Assessments
The security of our water supply is another major security concern that CIBER is addressing. CIBER's security team can help water utilities conduct computer security audits and develop solutions that protect our water from acts of terrorism.

The first line of defense in any terrorist attack is the "first responder" community: local police, fire fighters and emergency medical professionals. Even the best prepared states and localities do not possess adequate resources to respond to the full range of terrorist threats we face. Wireless solutions can facilitate real-time communication when it's most needed. CIBER's Wireless National Practice partners with Wireless companies such as Aether to customize solutions for timely and effective response. We're also evaluating some of our most effective wireless solutions for business and government for potential application in emergency situations.
