Homeland Security Solutions

CIBER is partnering with our Federal and State Governments to help provide homeland security, with an integrated enterprise approach that includes communication, surveillance, emergency planning, and emergency management. CIBER’s Homeland Security Initiatives align themselves with the four main priorities of the Homeland Security Office. At the heart of our approach are solutions that ensure safe exchange of classified information among all levels of government.

CIBER’s capability and experience is enhanced by the integration of the Enspherics Division, CIBER's Center of Excellence for Security and leader in providing custom-designed security solutions for a variety of clients who operate in high risk, high threat and high profile environments.

Our Homeland Security initiatives focus on specific, practical products and solutions, including the Harbor Management Security System; Integrated Justice Exchange System; wireless applications, especially for "first responder" preparedness; and solutions that help defend against bioterrorism, now in rapid development with the Biometrics Solutions group and other industry leaders.

The terrible events of September 11 have forever changed our nation's approach to national security. The tragedy has also reinforced that government's most important responsibility is the physical safety of its citizens. Central to that responsibility is the coordinated, secure sharing of information among the hundreds of federal, state, local and private organizations.

CIBER is the right company to take on this challenge. With extensive experience at all levels of federal, state and local government, we understand ‘the business of government.’ And we’re committed to applying our considerable expertise, technology and resources to work across the levels of government, driving integrated infomation exhange and rapid progress. Our first step was to call upon its public sector, security and IT leaders to define a strategy for working with partners at all levels of government, including more than 400 state and federal agencies in 32 different states as well as hundreds of local agencies.

The CIBER Homeland Security Office was created as a result of this collaboration. Our office coalesces more than 25 years of experience in information technology solutions for public and private clients, including application development, enterprise resource planning (ERP), integration, data warehousing and security. Our capability and experience includes providing custom-designed security solutions for clients who operate in high-risk, high-threat and high-profile environments. In addition to developing and implementing effective solutions, we also focus on working with our clients on business justificaiton and providing a compelling return on investment. We've aligned our Homeland Security initiatives with the four main priorities of the President's Homeland Security Office. Best of all, our proven solutions can be quickly deployed to address our nation's security priorities.

Sharing information across all levels of government using 21st century technology

Integrated Justice Exchange — IJEX™

The Progressive Policy Institute, a Washington think tank, has called for increased use of technology to improve homeland security. Among its recommendations: the acceleration of integrated justice networks within and among states.

CIBER has already developed and implemented such a solution. Integrated Justice Exchange facilitates criminal justice integration by enabling the exchange of information throughout the criminal justice community. Through a secure middleware engine, law enforcement, prosecution, public defender, probation, court and correctional agencies can share information once considered "locked up" through stovepipe technology systems.

e-Government Solutions

At CIBER, we have significant experience in helping our government clients e-enable their services through solutions such as wireless technologies, Internet services, data warehousing, and network integration. We're now adapting our approach to facilitate secure information exchange among government agencies, between government and business and among government and its citizens.

Defending America Against Bio-terrorism

Security Solutions

A leading security provider, CIBER has extensive experience in all facets of network and data security. In addition to following a rigorous methodology for security asessment and implementation, CIBER takes into account important factors such as firewalls and authentication in all systems design. Citrix® Secure Gateway (CSG) is a new product that enables secure, VPN-like sessions for mobile Citrix users. CSG streamlines the user authentication and management process by securing user traffic, using only one open TCP port and two IP addresses.

Our security expertise includes work with NASA, the Pentagon, IRS, FBI, the FAA, the United States Navy, the United States Air Force and the Department of Defense.

One of the most important missions we have as a nation is to be prepared for the threat of biological terrorism, defined as the deliberate use of disease as a weapon. Identity verification, which can be used in many elements of a strong security program, is a vital way to ensure that biological agents in this country do not get into the wrong hands.

Identity Verification

Since 9-11, there has been a significant increase in securing access to buildings and computer networks through biometrics technology, which can identify uniquely individual characteristics, such as fingerprints and irises. CIBER is partnering with biometrics firms such as Visionics, Sagem Morpho and the Biometrics Solutions Group to create integrated and secure solutions for use within all levels of government.

We recommend multiple levels of security: secure cards and ID for physical access, passwords for intellectual property and biometrics for identity verification.

Water Treatment Security Assessments

The security of our water supply is another major security concern that CIBER is addressing. CIBER's security team can help water utilities conduct computer security audits and develop solutions that protect our water from acts of terrorism.

Supporting our First Responders

Wireless Solutions

The first line of defense in any terrorist attack is the "first responder" community: local police, fire fighters and emergency medical professionals. Even the best prepared states and localities do not possess adequate resources to respond to the full range of terrorist threats we face. Wireless solutions can facilitate real-time communication when it's most needed. CIBER's Wireless National Practice partners with Wireless companies such as Aether to customize solutions for timely and effective response. We're also evaluating some of our most effective wireless solutions for business and government for potential application in emergency situations.

Securing America's Borders and Coastlines

CIBER's Port Security

Federal agencies, state governments, maritime commercial organizations, and the public want full awareness of all maritime activity and related data for their ports and waterways in order to improve and optimize port security and the commercial economic performance of ports. With more than 95 percent of the United States non-NAFTA foreign trade carried by ship and the increase in terrorist threats, this issue becomes even more urgent.

CIBER’s Harbor Management and Security System (HMS) is already helping states like Hawaii monitor their ports and secure their waterways. HMS provides all maritime stakeholders with 24x7 web-based access to numerous integrated technologies and systems to provide a "one stop shopping" location for the automated collection, analysis and dissemination of all desired static and real-time information for ports and waterways.

CIBER has a balanced team of multi-disciplined, certified security professionals, dedicated to providing advanced security solutions, specifically tailored to your business. CIBER Global Security Practice serves companies and government organizations of all sizes, backed by the full resources of CIBER to ensure the right security solution for each individual need.

On the spectrum of security solutions, every company must determine the optimum balance of protection, cost and risk. Determining that balance is the hallmark of our unique approach to business success. The approach is defined by three stages: Define, Achieve and Maintain. CIBER employs proven assessment methods, strategic planning, and expert architectural capabilities to assist you in defining and achieving the right level of IT security for your enterprise. CIBER follows these services up with managed security and business continuity planning/disaster recovery planning so that you receive the maximum return on your security investment.
