Health Record System
The Problem: State revenues are down, deficits are up, and Medicaid spending is growing
The Medicaid Management Information Systems (MMIS) in place at most state Medicaid agencies date back to the mid-1990s. They were created as a tool to process claims for Medicaid medical services, but in the last 15 years, advances in technology have made these systems antiquated and their functionality limited. In addition, Medicaid spending has grown nearly 10% annually*, many states face budget crises, resources are stretched thin, and the national economy has hit a bump. Medicaid agencies are being asked to deliver more services for less money.
The Solution: Provide efficient MMIS management tools and processes.
CIBER created the Health Record System to help state Medicaid agencies tackle this problem. The Health Record System provides agencies with an integrated, clinical view of beneficiaries selected for utilization review and case management. The system communicates this information to providers, and allows real-time prior authorization processing. In short, the system helps agencies efficiently manage processing and reporting tasks, so they can realize significantly lower costs and higher productivity.
CIBER’s Health Record System creates an integrated care system that virtually eliminates the risk of accidentally overlooking a procedure or treatment. It can help your state health agency:
- Enhance medical record research
- Manage clinical cases more effectively
- Eliminate inappropriate treatment
The clinical record management component of the Health Record System removes some functions from the agency’s existing core claims processing system and combines those functions with new ones to increase efficiency:
- Prior Authorization (PA) processing: Prior Authorization allows users to review, assess, pre-approve and manage selected non-emergency medical and therapeutic services and equipment prior to delivery.
- Health Indicators (HI) processing: Health Indicators processing produces a set of measurable outcomes, screening, test results, and procedures that reflect progress toward preventing and lessening the effects of disabling disease conditions.
- Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) processing: EPSDT data is used to generate notices informing beneficiaries age 21 or under of available Medicaid benefits. EPSDT also tracks volume and payments, maintains an immunization tracking system, and generates data required for federal reporting.
- Case Tracking (CT): Case Tracking enables nurse reviewers in state health agencies, as well as state quality management staff, to easily access critical information about selected groups of beneficiaries.

| CIBER Health Records System Saves State of Vermont More Than $7 Million Annually The State of Vermont’s MMIS system was introduced in 1986 to process Medicaid medical services claims. Since 1992, however, the demands on the MMIS have grown in scope to include claims processing for state-funded waiver programs, general assistance, and state-supported public and mental health programs. In 2001, the state realized it needed to reconfigure the Vermont MMIS to connect the many offices and providers using the system, to eliminate redundancy, to increase efficiency, and to allow users to access Medicaid records via the Web. The Office of Vermont Health Access (OVHA) tapped CIBER to create an electronic record system to organize and present all relevant clinical beneficiary data. CIBER implemented its Health Record System, and linked the clinical record management component of it to its users, allowing them to access the system remotely via the Internet and populate the system with MMIS information. Since its implementation, CIBER’s Health Record System is estimated to be saving the State of Vermont more than $7 million annually. | ||
