ARRA Health Information Technology Services

The Health Information Technology for Economic and Clinical Health (HITECH) Act is a component of the immense federal stimulus legislation known as the American Recovery and Reinvestment Act of 2009 (ARRA).   This legislation is projected to account for approximately $36 billion in funding over the next five to six years for health information technology – an unprecedented windfall for any organization that uses health information technology.  

However, the benefits come with an expiration date and specific conditions that must be met to fully maximize available funding.

Timing is Everything

Healthcare providers that can demonstrate “meaningful use” of health information technology at the start of the mandatory demonstration time period will be able to obtain the maximum available funding.  Those that delay will not receive the maximum funding.  Those that delay longer will be penalized.  In addition, there may be incentives for early grantees to obtain stimulus funding with reduced requirements for matching funds.  Those that delay may have to put up more matching funds.

The bottom line is that timing is everything – and this is where CIBER can help – by providing you with temporary staffing and consulting expertise to meet the funding requirements early in the game.  In addition, through third party partners, CIBER can also help you secure up front funding if needed for your technology purchases.  

“Meaningful Use” is Meaningful to the Pocketbook

A key requirement for maximizing stimulus funding is to meet the Federal definitions of “meaningful use”. These requirements will start out at a basic level but will increase in scope over time.  It is very important to select flexible health information technology solutions that will be able to support the more complex “meaningful use” requirements as they expand over time.   CIBER can also provide assistance in analyzing and selecting software options to meet current and future meaningful use conditions. While the final definitions may not be finalized until December 30, 2009 – the preliminary drafts are out now. Now is the time to start getting ready – don’t wait until the final guidelines are approved. 

Documentation and Transparency Are Essential

Grantees – particularly state governments - are required to document and report how they are managing their stimulus grants.  CIBER can help provide you with software and tools to fully document your stimulus spending in a comprehensive, cost effective manner.

Sometimes your biggest barrier to maximizing stimulus funding may be your own internal executive team.   CIBER can provide useful information for your executive team to help you secure the budget and funding you need to move quickly to maximize your stimulus funding.   

Beware Fine Print Regarding Security and Breaches

Privacy and security advocates made sure the stimulus funding came with significant penalties for security breaches of personal health information. Increased enforcement of HIPAA security and privacy regulations are also expected. CIBER’s extensive experience in HIPAA compliance consulting and security and privacy consulting can help you stay free of security breach penalties and avoid the negative publicity that comes with public reporting of security breaches.
