Once completed, Port Freeport’s project team reviewed the RFPs and decided the creative solution offered by CIBER’s Enterprise Security Solutions (ESS) was the best value for the port. With the system provided by CIBER, we achieved our goal of improving waterside security and Maritime Domain Awareness.”

“CDC Alerting Service provides an enterprise alerting service infrastructure that CDC Centers, Institutes, and Offices (CIOs) can securely integrate with their disparate technologies. CDCAS provides a truly reusable component framework that allows CDC to easily expand communication capabilities with little or no impact to the CIOs while reducing the cost of ownership for CDC and our Public Health Information Network (PHIN) partners. The CIBER team has expertly created CDCAS to meet both current and future needs with a highly flexible architecture and component model.”
Robb Chapman — Program Manager, Centers for Disease Control and Prevention

Independent Validation and Verification Services
When it is mission critical for you to have optimal quality as well as lower costs, CIBER’s Independent Validation and Verification services (IV&V) mitigates the risk of your software development project not meeting user requirements or compliance regulations. Through a well-defined set of processes and procedures, CIBER’s IV&V service will help you achieve two objectives:
- Validate that the software and system is built to the correct requirements and specifications.
- Verify that the software and system is built correctly and operates as intended.
Software development efforts are complex, time consuming and prone to error – either through the misunderstanding of requirements or a programming effort that does not align with those requirements. Your goal is to mitigate these risks, in every way possible. Our goal is to help your mitigation by providing a non-biased, third-party analysis of your system to make sure it is built and functions as expected.
Why CIBER IV&V Services?
When engaged at the start of a project, CIBER’s IV&V tools and techniques reduce the cost of development by discovering requirements and design flaws early in the lifecycle. Earlier detection translates in lower repair costs and a higher quality product. Testing is enhanced using metrics to compare test results to the user and organization required performance requirements.
Tools, Templates, and Frameworks Drive the Process
CIBER takes a holistic view to IV&V with a proven and repeatable framework of tools and processes to review and evaluate a broad range of work products and procedures. We provide a comprehensive baseline of templates to quickly set up the IV&V administration and governance for whatever is needed.
CIBER customizes the IV&V process based specifically on your business needs and regulatory concerns. We validate system integration, customization, and configuration activities. We audit your processes for suitability, review your documents for completeness, witness your testing for correctness and coverage, and provide clear analysis on all the results with documented reports and recommendations. We provide traceability matrixes; create test strategies and plans; generate test cases; complete risk analysis; perform test execution; and capture, analyze, and report on test results.
When it is appropriate, CIBER can provide both manual and automated testing. We are an HP Gold Partner and the first company to offer the full HP ALM suite of test tools. We perform or guide the full range of testing, from Unit to Regression and Post-Implementation.
CIBER uses Quality Gates and Quality Metrics to measure overall progress throughout your development process and provide you with insight to the IV&V efforts ensuring the project’s strategic goals are on track and on target. This grants full transparency and allows staff and stakeholders visibility into all elements of the IV&V activities throughout the process in support your hardware and software deployments, integrations, and migrations.
CIBER also provides the training and knowledge management needed for ongoing IV&V for changes to the system, such as OS and Security patches and upgrades, application updates, changes, and enhancements, system migrations, and new system or application integrations.
CIBER provides you with confidence in your system through its focused set of processes and methods designed to quickly support your needs, meet your tight delivery schedules, and provide you with the metrics and measurements necessary to reduce costs throughout the project. Your project managers can respond quickly to control risks more effectively earlier in the life cycle reducing costs and impacts to schedule.
Documented Evidence
CIBER’s processes provide clearly documented evidence that your products work as intended and as expected. We will document all audits, tests, reviews, and meet compliance and certification requirements. CIBER will work closely with your design and development teams to clearly understand and validate the requirements, document any anomalies, concerns or gaps, and provide the most efficient testing to verify your software and systems.
Where Do I Start?
In addition to our all-inclusive approach, here are two ways in which you can engage CIBER:
- IV&V Assessment. We will discover your particular concerns by performing a brief assessment of the risks and process deficiencies we see with your project and recommend a tailored, laser IV&V focused approach for your project.
- Product Evaluation. We will provide an independent evaluation that your purpose-built application will meet the intended operational business goals. This second opinion provides extra reassurance that the application or product will meet the business requirements and that business operations will not be adversely affected when it is implemented.
We will work with you to determine the best course of action that is right for your development effort. Depending on the timing, it can range from a tailored IV&V solution, to one with a testing verification component, to a full, in-phase IV&V parallel effort over the entire product lifecycle.
A Focus on Customer Satisfaction
In every way, CIBER focuses on earning our clients’ trust. When engaged at the beginning of your project, CIBER’s IV&V process provides reassurance that your software will achieve its design requirements, its objectives within budget, and its scheduled delivery dates. In choosing CIBER you choose a company large enough to provide knowledgeable resources wherever and whenever they are needed. But you also get a company that is small enough to be responsive and agile in meeting new requirements as they emerge. This is why over 96% of our customers say they would choose to work with CIBER again.
