Once completed, Port Freeport’s project team reviewed the RFPs and decided the creative solution offered by CIBER’s Enterprise Security Solutions (ESS) was the best value for the port. With the system provided by CIBER, we achieved our goal of improving waterside security and Maritime Domain Awareness.”

“CDC Alerting Service provides an enterprise alerting service infrastructure that CDC Centers, Institutes, and Offices (CIOs) can securely integrate with their disparate technologies. CDCAS provides a truly reusable component framework that allows CDC to easily expand communication capabilities with little or no impact to the CIOs while reducing the cost of ownership for CDC and our Public Health Information Network (PHIN) partners. The CIBER team has expertly created CDCAS to meet both current and future needs with a highly flexible architecture and component model.”

Independent Validation and Verification Services (IV&V)
Software development efforts are complex, time consuming and prone to error – either through the misunderstanding of requirements or a programming effort that doesn’t align with those requirements. Your goal is to mitigate these risks, in every way possible.
The CIBER Approach
CIBER takes an holistic view to IV&V. While the software itself is important, we know that the management practices surrounding that development are just as important. CIBER doesn’t just focus on software code, it looks at the entire software development life cycle. Project scope, resources, communication flow, workflow, project schedule elements, and project deliverables are independently reviewed by CIBER’s IV&V teams to verify that goals meet project requirements, are well defined, and are mapped to a project management plan. Risks are defined, accounted for, and mitigated through advance planning.
CIBER has an arsenal of tools and techniques used to review and evaluate a broad range of work products and processes. Our all-inclusive approach addresses:
- Project Plan Review
- Requirements Analysis
- Requirements Tracing
- Architecture Design Analysis
- Software Design Analysis
- Software Code Review
- Metrics Development
- Metrics Measurement and Assessment
- Security Assessments
- Test Witnessing
- Test Planning, Execution, and Reporting
- Training/Documentation Evaluation
- Site Acceptance Testing
- Defect Investigation
- IV&V Laboratory Support
In each of these areas, CIBER has well-defined techniques to review, assess and make recommendations that will keep your project on track. Our process-driven approach examines: project plans, earned value reporting, staffing assignments, quality assurance plans, requirements specifications, design documentation, and integration and system testing processes and documents.
Most importantly, because CIBER clearly sees the whole picture, we can do it all, or we can focus our approach to specific activities in response to a single requirement. Because we know the life-cycle context of the work being performed, we approach each assignment with full recognition of the elements that impacted the work thus far. Furthermore, we understand the importance our recommendations have to the remainder of the software project. Dedicated to the success of your software, our task execution is precise and thorough.
Standards Drive the Process
CIBER executes all IV&V design and testing activities in a professional manner and in accordance with established IV&V standards. Our processes are based on SEI/CMMI standards, ISO 9001 procedures, and IEEE Standards such as 730 (Standard for Quality Assurance Plans) and 829 (Standard for Software Test Documentation). We remain current through professional affiliations with organizations such as the American Society for Quality (ASQ), the Quality Assurance Institute (QAI), the IEEE and the IEEE Computer Society, and the International Society of Six Sigma Professionals.
The professionalism of our team is evident. CIBER IV&V staff hold a variety of certifications including: Certified Quality Analysts (QAI), Certified Quality Auditors (ASQ), Certified Quality Improvement Associates (ASQ), Certified Software Test Engineers (QAI), Certified International Configuration Managers (International Society for Configuration Management), and Certified Information System Security Professional (ISC2).
Communicating the Outcomes
IV&V isn’t the end product, it’s a process. It is the ability to effectively communicate IV&V outcomes that make the difference. Clearly communicating the corrections necessary to bring a project back on course is essential to successful IV&V. That is why CIBER’s IV&V staff is made up of individuals who not only understand software development inside and out, but they have:
- Outstanding people skills essential to understanding client cultures, politics, and needs
- Congenial interpersonal skills to integrate smoothly into software teams to work effectively with them
- Effective communication skills essential to present findings in a manner that clearly shows the areas of concern and points the way to their resolution.
A Focus on Customer Satisfaction
In every way, CIBER focuses on earning our clients trust. We do this through honest and ethical practices, comprehensive expertise in all aspects of software development and testing, effective integration into client processes and work flows and clear communication. In choosing CIBER you choose a company large enough to provide knowledgeable resources wherever and whenever they are needed. But you also get a company that is small enough to be responsive and agile in meeting new requirements as they emerge. This is why over 96% of our customers say they would choose to work with CIBER again.
