He is a recognized expert on a broad range of outsourcing topics, including sourcing strategy, deal management, and infrastructure service delivery. As one of the most frequently accessed analysts, Paul's research provides highly applicable guidance on sourcing strategy, RFP creation, solution development, service provider assessment and selection, contract negotiation, transition and transformation management, and sourcing deal governance. He also advises senior IT leadership from Fortune 500 firms and government agencies on sourcing strategy, trends, and best practices.
Paul came to Forrester from Hewlett-Packard's outsourcing business, where he held key positions in planning, negotiation, and successful global program implementation for customers from a variety of industries, including financial services, technology, federal government, and telecommunications. He also held positions at Compaq Computer and Digital Equipment, and he has more than 10 years of experience leading enterprise improvement programs, including organizational development, process engineering, communications, and instructional development.
Paul presents frequently at many Forrester and industry events and is regularly quoted in mainstream and industry publications such as BusinessWeek, CIO Strategy Center, Computerworld, The Economic Times (India), and Global Services.
Paul holds an undergraduate degree in journalism from the University of Florida and graduate degrees from Syracuse University. His doctoral research was on decision-making related to quality improvement in organizations.
Anthony D’Ambrosi

Anthony D’Ambrosi has 22 years of global information and communications technology leadership experience, having held senior positions at such prestigious firms as Reuters, Hewlett Packard, Deutsche Telekom T-Systems, ACS, and CIBER. In addition to his international, large enterprise background, D’Ambrosi has also engaged in numerous merger and acquisition activities, including entrepreneurial ventures at Alliance Consulting Group and Aztec Technology Partners.
As Chief Operating Officer, ITO Division for CIBER, D’Ambrosi is leading the global strategy, business development, sales, marketing, service management and delivery operations for the ITO line of business. His role at CIBER spans ITO’s global end-user computing, network and data center operations, server and storage management and managed applications hosting services.
D’Ambrosi joined CIBER from ACS, where he was employed as Senior Vice President, IT Sales and Marketing for ACS. Prior to ACS, D’Ambrosi spent five years as Senior Vice President of Enterprise Services for the Americas for Deutsche Telekom T-Systems. He led all Enterprise Sales, Service Management, Marketing, IT Operations and Systems Integration Delivery functions for the North American arm of this German-based, global ICT provider. Also, while at T-Systems he also led the post-merger integration in the Americas for the acquisition of the Volkswagen IT Operations, gedas.
Prior to joining T-Systems, D’Ambrosi held senior-level positions with various technology firms. Throughout his career, he has played a key role in global technology operations and industry solutions practices. He has won numerous awards and has been a recognized leader in early adoption and implementation of leading-edge solutions for his clients, including Utility/GRID computing, SAP R/3, manufacturing execution, supply chain, and engineering automation systems.
