Specific Expertise
Transportation
Transportation Agencies finance high level projects with significant federal funding allocations. Each specific high level project may contain several subprojects and require extensive, detailed reporting to properly obtain their correct reimbursement. Departments of Transportation, Regional Transit Systems and local airports often attempt to track each project on multiple systems that contain redundant information and are not interfaced. CIBER implements user friendly Oracle systems that eliminate this problem and drastically improve billing cycles. By connecting time and labor software with inventory, billing and accounts receivable PeopleSoft, the ability to track detailed accounting information is vastly improved.

Wyoming Department of Transportation (WYDOT) - Case in Point
The Wyoming Department of Transportation is Wyoming’s largest and most diverse state agency and the majority of WYDOT’s funds come from the federal government in the form of reimbursements after project expenditures have been completed. The amount WYDOT is reimbursed is based on actual expenditures incurred after a project’s completion and not on project amounts. Also, many projects are funded from multiple sources with annual maximums that cannot be exceeded. In order to ensure the agency is properly reimbursed for full project costs, it is necessary to complete very detailed and accurate project tracking.
CIBER was approached to implement and customize PeopleSoft to create one efficient IT solution and replace WYDOT’s many disparate IT systems that were unable to share data and contained several different databases to track project data. CIBER implemented Oracle PeopleSoft Human Resources, Time and Labor, Financials, Supply Chain, and FHWA Federal Billing applications. Because WYDOT required so many additional features to track linear assets, a third party product, Agile Assets, was obtained to cover WYDOT’s specific asset management needs.
CIBER’s implementation and customization resulted in a completely integrated solution. Employees throughout the agency can all use the same system and data to track all aspects of highway projects. WYDOT can now identify projected funding for each project phase. Projections are now easily accessible and the creation of funds distribution definitions is simpler.
Through the use of CIBER’s solution, WYDOT is the only Department of Transportation in the U.S. which has a fully integrated human capital management, supply chain management, asset management, and asset maintenance ERP system. CIBER’s solution for WYDOT was recognized by Oracle for its innovation and was awarded the Oracle North America Titan Award for PeopleSoft Enterprise Solutions.
Cities and Counties
Government organizations at the city and county levels are challenged to respond to constituent and employee demands for additional and more effective services. This is accomplished by improving decision maker access to information. CIBER provides Business Intelligence and Data Warehousing to properly track and report on specific city and county projects. Often this also means replacing costly and outdated legacy systems. Users are able to access project tracking and financial information from their PC and decision makers are provided more detailed information to properly assess current and future projects.
case in point
Stanislaus County
Stanislaus County has 4,200 employees and runs on an Oracle platform. CIBER worked with Stanislaus County to implement the Release of 7.0 of PeopleSoft in 1999. That implementation included Human Resources, Benefits Administration, Payroll, and Time and Labor. This project marked one of the first public sector PeopleSoft time and labor implementations.
Years later it was apparent that an upgrade was necessary to improve specific support and payroll issues. PeopleSoft payroll runs were taking 4-6 hours to complete and the County was in danger of losing full vendor maintenance support. Stanislaus County also wanted to convert from a UNIX platform to LINUX. In addition to the PeopleSoft upgrade, CIBER corrected the County’s table index and archived outdated data. The result was an increase in functionality and efficiency. Payroll runs now take 20-30 minutes and Stanislaus County has full PeopleSoft maintenance support.
Following the upgrade, CIBER completed a successful implementation of the eBenefits module. This module enables employees to enroll online for benefits during the open enrollment season.
States
States are often faced with the need to improve reporting and replace older technology. When a state undergoes such a large change, each state agency is directly affected. In order to ensure success at every level CIBER addresses the specific needs of each individual agency and their individual missions. Once CIBER has made the necessary implementations they work directly with each agency to educate and train state employees. Because the new system is often the same throughout the state, end-users are impacted on a large magnitude. CIBER’s training and change management capabilities ensure employees are comfortable with the new-user friendly system.

Colorado Department of Human Services (CDHS)
When the Personal Responsibility and Work Opportunity Reconciliation Act passed in the State of Colorado, the Colorado Department of Human Services needed to make significant changes to its public assistance programs. These changes would radically alter the information CDHS needed to manage its programs and would require CDHS’s public assistance tracking systems to be integrated with the systems of the County Departments of Social Services.
CIBER and CDHS decided to implement Oracle Public Sector Financials software because it could support integration of the state and county systems allowing information sharing between the counties and the state while reducing CDHS’s workload by distributing more work to the counties. CIBER’s implementation included Purchasing, Accounts Payable, General Ledger, Accounts Receivable and Applications Desktop Integrator to meet the new requirements.
CIBER provided hardware, software, customization and implementation services, as well as ongoing support and project management. CIBER’s functional and technical expertise helped dramatically increase CDHS’s overall functionality as accurate and timely expenditure data has reduced manual calculations. Information does not need human intervention to be shared between systems and is commonly shared and usable by individual members. This has allowed CDHS to accurately and effectively adjust to the necessary changes made in Colorado’s public assistance programs.
