Tom Finneran is a consultant for CIBER, Inc. He has acquired over twenty-five years of experience in the field of data processing. His strengths include Enterprise (including data, information, knowledge, business, and application) Architecture, business and data analysis, UML Object Analysis and Design, logical data modeling, database systems design and analysis, Information Resource Management Methodologies, CASE and metadata repository tools, project management and Computer Law. He is experienced in almost all application system areas, including real-time data collection systems, inventory control, sales and order processing, personnel, all types of financial systems, the use of expert systems, and project management systems. He has developed and taught training courses in the areas of Use Cases, Relational Concepts, Strategic Data Planning, Logical Data Modeling and the Utilization of CASE Tools, among others. Most IT practitioners recognize the importance of metadata but not all can describe it’s value.  Gartner has stated these benefits of metadata management:

    There are a number of steps that should be taken in setting up a Data Governance.

    First, let us define what we mean by data governance.  Data Governance: is a strategic, “top-down” program in which leadership communicates the core value of data quality and integrity.  It includes development and enforcement of standards and processes.     What do we mean by a program?

    A Program is a business activity involved with managing several related projects, often with the intention of improving an organization's performance.  As an example, a business can have a marketing program that is comprised of two TV advertising projects, a national radio project, a series of regional radio projects, three web advertising projects, a series of newspaper ad campaigns, and a mailing campaign.  An ERP systems program may include a customer order project, and HR project, a materials management project, and a financial accounting project.
